France: Authorities have granted construction and environmental clearances to N + P Group to set up its planned Isbergues Subcoal solid recovered fuel (SRF) plant in Hauts-de-France. When commissioned in 2024, the 150,000t/yr-capacity plant will be France's first to commercially produce the coal alternative for cement and other industries. The company says that its products will be able to eliminate 100,000t/yr of industrial CO₂ emissions nationally. N + P Group will use locally sourced waste at the unit.

Chief development officer Lars Jennissen said “Obtaining the environmental and construction permit is a major achievement for us, and we thank our colleagues and partners for their hard work in realising this important milestone. The new location will contribute to the circular economy in Hauts-de-France by converting regional non-recyclable wastes into new resources for regional customers, and it offers a massive potential CO₂ savings for the French market.”

UK: Refuse-derived fuel (RDF) exports from England to decline by 13% to Europe fell by 13.4% year-on-year to 2.71Mt in 2019 from 3.09Mt in 2018. Waste recovery company Germinor reported the results of the survey from Footprint Services, which uses UK Environment Agency data. However, the report also said that exports of solid-recovered fuel (SRF) grew by 4%.

According to the Environment Agency data, the Netherlands remains the biggest importer of English waste-derived fuels (RDF and SRF), with 1.16Mt and 43% of the market in 2019. Sweden is the second biggest offtaker nation with 0.6Mt, followed by Germany at 0.4Mt and Denmark at 0.14Mt and Norway at 0.14Mt.

Geminor said that it led the list of waste-derived fuels exporters in 2019 with 0.31Mt in 2019. Biffa Waste Services was the second biggest exporter, followed by SUEZ UK and N&P Alternative Fuels.

Its UK country manager James Maiden said that 2019 was a challenging market for UK export, mostly due to issues surrounding Brexit, the Dutch temporary import restrictions and an increase in UK domestic capacity and facilities. He expected these conditions to continue into 2020, where the Dutch and Swedish tax announcements will impact on UK flows. Maiden said that the English export market is decreasing but that Geminor was balanced this with additional export volumes transported from Scotland, Ireland, Northern Ireland and internal UK flows.

UK: N+P says that Subcoal production will start at its Teeside plant in July 2019. Following nearly a year of de-commissioning and site preparation works. The project has achieved financial close and construction work has commenced following nearly a year of de-commissioning and site preparation works. The plant will consume 0.25Mt/yr of commercial and industrial waste feedstock and will produce 0.19Mt/yr of N+P’s Subcoal product. The engineering, procurement and construction (EPC) contractor is Fairport Engineering.

The Teeside plant will supply Subcoal pellets to different outlets including Simec Atlantis Energy (SAE) for use in its Uskmouth 220MW coal-fired power station, which is being converted from coal to waste-derived fuel. N+P and SAE have agreed a fuel-supply agreement to supply nearly 1Mt/yr to the power station once it has been converted to using Subcoal in place of coal in 2021. To meet demand for the contract, N+P plans to build a further three Subcoal plants.

UK: The Netherland’s N+P Group has started a joint venture with Simec to sells its refuse-derived fuel (RDF) pellet product Subcoal to power stations. The joint venture, Simec Subcoal Fuels (SSF), has signed a 20-year fuel supply agreement with the Uskmouth power station in South Wales, to supply 900,000t/yr tonnes of Subcoal. N+P and Simec want to build at least four new Subcoal production units in the UK to support the contract at Uskmouth.

“This joint venture with Simec is a very important milestone in our growth strategy for alternative fuels with the Fuel Supply Agreement as an excellent foundation, “ said Stijn Jennissen, commercial director of N+P Group.

Simec Group, based in Hong Kong, is an international energy, infrastructure and natural resources business. Its activities span renewable energy generation, mining, shipping and commodities trading through its key hubs in Europe, the Middle East, Asia and Australia. In 2016, Simec unveiled its plan to turn the existing 395MW Uskmouth Power Station Newport into a centre of excellence for Advanced Conversion Technologies, using biomass, waste and other sustainable energy sources.

Netherlands/UK: N+P Recycling says that it views a Chinese import ban on plastics as an opportunity for its business. As the Dutch company offers a variety of waste derived fuels for various applications it is encouraging companies to split both fractions to get the optimal waste solutions for each individual quality. Lower calorific value (CV) products are better suited to waste incineration plants whilst higher CV products are typically used by cement, lime, steel and power plants.

Lower grade materials, typically within an 8 - 12GJ/t range, are supplied within many of N+P’s long-term supply contracts, to users within the UK and within Europe. There are also a number of possibilities for materials that are in-between the standard refuse-derived fuel (RDF) and solid-recovered fuel (SRF) qualities, or mid-CV range (12 - 16 GJ/t). For higher quality materials, N+P has a number of solutions all focused on the replacement of primary fossil fuels such as coal.

N+P Recycling produces a higher CV waste fuel product called Subcoal. It is currently building a Subcoal plant at Teesside in the UK with a production capacity of up to 0.22Mt/yr. It has started to source and contract non-recyclable waste streams such as materials recovery rejects, industrial residues and plastic residues for unit. It is expected to open in the third quarter of 2018.

Netherlands: N+P Recycling has acquired all the shares in Subcoal International as well as Subcoal Production. The move follows the initial purchase of a majority holding in these companies in 2013. N+P has since invested in the development of the Subcoal companies, including work at the Delfzijl production site.

The Subcoal concept was developed in 1998 by DSM but was only fully implemented on a large scale in 2010. Since N+P’s involvement in 2013, the concept has developed globally with demand growing for Subcoal as an alternative fuel used by cement or power plants.

Based on the success of the concept N+P expects a growth of the production capacity to 0.5 – 0.7Mt/yr. The first new production facility is expected in the UK by mid-2018.

Cyprus: N+P International has extended its solid recovered fuel (SRF) supply agreement with Vassiliko Cement to the end of 2020. The deal also includes an option to further extend the agreement to the end of 2022. N+P has been supplying Vassiliko Cement with SRF from the UK and Italy by sea since 2015.

“This contract is the foundation of a long-term cooperation between Vassiliko Cement, Enerco Energy Recovery and N+P. The parties intend to maximise alternative fuel consumption in the Vassiliko Cement plant, to do so parties recently carried out a trial to co-grind N+P’s Subcoal pellets in the plants coal mills. The first results of this trial are looking very promising and further trials will be done the near future. We agreed not to disclose precise contract volumes, but at present >2500t/week of SRF is shipped into Vassiliko Cement,” said a representative of N+P.

Vassiliko Cement plans to reach a 55% substitution rate of alternative fuels by 2020.

Netherlands: Alternative fuels specialist N+P Recycling has celebrated its 25th anniversary and the opening of its new headquarters in Nieuw-Bergen, Limburg. Company chief executive officer (CEO) Karel Jennissen presided at the event and Manon Pelzer, the mayoress of Nieuw-Bergen, was also in attendance.

200 guests attended the opening that included a guided tour of the new premises. At a ceremony marking the anniversary Karel Jennissen, with his wife Karin, presented the history of the company. Their three sons Lars, Stijn and Jens then gave guests a personal insight into their own experiences with the firm. This was followed the next day by a general tour of the facility for the local community with around 1000 members of the public.

UK: N+P has appointed Neville Roberts as Managing Director UK for N+P Alternative Fuels. He will be based in N+P’s new UK office in Melton Mowbray, Leicestershire. His appointment follows the expansion of N+P to supply refuse derived fuel (RDF), solid recovered fuel (SRF) and its Subcoal product into UK domestic and European markets.

Roberts, a chemical engineer, has worked in the cement industry for over 35 years. He has worked for Rugby Cement, the Saudi Cement Company, RTZ Cement, Castle Cement, RMC and Cemex. Most recently he has been advising businesses, including N+P, on the use of alternative fuels. Roberts has specialised in production management and in particular the use of alternative fuels on cement kilns. Prior to leaving Cemex at the end of 2013 he was focussing heavily on alternative fuels in his role as Energy Business Development Director.

Sweden: N+P has signed a five-year contract to supply HC Miljö, a subsidiary of Heidelberg Cement, with Subcoal pellets. HC Miljö will supply Subcoal pellets to a number of cement kilns in northern Europe. The Subcoal will be used as an alternative fuel.

Subcoal will initially be supplied from N+P’s production site Subcoal Production FRM in the Netherlands. The site uses the Subcoal process to convert various industrial wastes into an alternative fuel. The process is focussed on using non-recyclable paper-plastic waste fractions, mainly sourced from the Netherlands, the UK and Germany.
