Lithuania: Recycling company Ekobāze is set to construct a plastic byproducts and solid recovered fuel (SRF) processing complex in the Akmenė Free Economic Zone. The project is valued at about €12m and received €10m in EU financing, according to BNS News. It will create 60 new jobs. The complex will supply SRF to Akmenės Cementas, the sole cement producer in Lithuania, utilising post-consumer plastic unsuitable for recycling in its production processes. Ekobāze will process other plastic into pellets. Construction will begin at the end of 2025, with production starting in early 2027.

Philippines: Holcim Philippines and Universal Robina Corporation (URC) have entered a tripartite agreement with the local government of Obando, Bulacan, to provide incentives for workers at the town's material recovery facility, based on the volume of refuse diverted. The material recovery facility in Obando has collected and sorted 785t of plastic waste for co-processing. Since 2021, URC and Holcim's waste management unit Geocycle has been processing plastic from URC's operations for co-processing. The plastics are converted into alternative fuels used to power the kiln at Holcim’s plant in Misamis Oriental.

Irwin Lee, URC president and CEO, said "This new agreement, with Obando as a key partner, aims to further drive community-based ‘waste’ diversion efforts. We hope to replicate it in other towns and cities to amplify the impact of what we set out to do three years ago."

Spain: Votorantim Cimentos will construct a solid recovered fuel (SRF) production plant at its subsidiary Cementos Cosmos’ plant in Oural, aiming to produce up to 0.15Mt/yr of alternative fuel. The facility, spanning 5800m², will utilise non-recyclable industrial byproducts and various discarded materials from the local community such as plastic, paper and wood, to partially fuel the combustion in its cement kilns. The plant, currently in the public exhibition phase, will start production at 60% capacity, producing 85,000t/yr of alternative fuel. Plans include ramping up to full capacity to produce roughly 0.15Mt/yr. The new plant will create 15 jobs.

Votorantim Cimentos has not detailed the investment in the new facility, although the budget presented to the local council amounts to €12m.

Philippines: Republic Cement's resource recovery group, Ecoloop, has diverted 21.4 billion plastic sachets in 2023, equating to 110,000t of discarded materials utilised as alternative fuel in cement co-processing. This marks a 30% reduction in CO₂ emissions per ton of cement, according to The Philippine Star newspaper.

Ecoloop director Angela Edralin-Valencia said "This achievement represents a significant amount of materials diverted from landfills and bodies of water, such as oceans and urban waterways and further underscores Republic Cement’s commitment to environmental stewardship and circular economy principles."

India: The Jaipur Heritage Municipal Corporation has successfully converted around 6000kg of seized single-use plastic into a revenue-generating resource by selling it to cement plants. The plastic was collected over the past three to four months from local markets as part of an anti-plastic campaign, according to the Press Trust of India.

Commissioner Abhishek Surana said "Disposal of the seized single-use plastic was a major issue. We assessed that a supply chain exists in the system and installed refuse derived fuel machines at dumping yards to shred the plastic and sell it to cement manufacturing plants. It has also started generating revenue for the corporation."

India: Adani Group subsidiary Ambuja Cements won the Circular Economy Silver Award at the SKOCH Awards 2024 in New Delhi. News Online has reported that the award recognises the company’s success in achieving six-times plastic negative status through the co-processing of plastic as alternative fuel in its cement plants.

Adani Group cement CEO Ajay Kapur said “This recognition underlines our steadfast commitment to driving sustainable development through innovative business practices that prioritise the responsible use of natural resources. We remain resolute in our mission to contribute to the holistic growth of our nation.”

Philippines: Cemex Holdings Philippines subsidiary Solid Cement has signed a deal to receive post-consumer plastic packaging from food and beverage group Liwayway Marketing Corporation. The Business Mirror has reported that Solid Cement will co-process the plastic packaging as alternative fuel at its Antipolo cement plant.

Cemex Philippines president Luis Franco said "At Cemex, we are committed to solving environmental challenges. Our partnership with companies like Liwayway translates this commitment into action. It demonstrates our solid efforts at ensuring we promote responsible business and elevate industry standards."

Taiwan: Asia Cement Corporation tested its waste wind turbine blade processing capacities using 12t of blades earlier in November 2023. The cement producer had previously processed 9t of waste turbine blades for use in its plants up to the end of October 2023. Asia Cement Corporation says that the waste consists of fibre-reinforced plastic (FRP), which is 60% silicon dioxide, calcium oxide and aluminium oxide and 40% polyester. The polyester can replace fossil fuels as alternative fuel (AF) for cement plants, while the other chemical compounds can serve as supplementary cementitious materials (SCMs).

Europe: The European Parliament voted in favour of multiple amendments to the European Commission’s Packaging and Packaging Waste Regulation (PPWR) on 22 November 2023. The amendments remove, modify or make non-binding the PPWR’s 2040 reuse targets. Meanwhile, 2030 targets were made adjustable to recycling rates. Total packaging volumes are still required to drop by 5% by 2030 and by 15% by 2040 in each member state.

Sustainability lobbying organisation Environmental Coalition on Standards (ECOS) described the introduction of recycling rates into a lower schema of waste targets as ‘comparing apples with pears.’ ECOS attributed the amendments to a ‘barrage’ of false claims, scaremongering and lobbying from industry players.

ECOS programme manager Mathias Falkenberg said “This decision will not sufficiently address rising plastic and packaging waste or the pollution crisis. The European Parliament has just weakened a perfectly feasible solution to tackle throwaway culture without offering an alternative. It is very frustrating that the European Commission’s progressive prevention and reuse agenda has not received full support from the Parliament today.”

ECOS founded the Alliance for Low-Carbon Cement & Concrete (ALCCC), an association of companies focused on alternative building materials production, in May 2023.

Uganda: Hima Cement has awarded a contract to Coca-Cola Beverages Uganda to supply waste plastics for use as alternative fuel (AF) at the cement producer’s plant in Kasese. Under the contract, Holcim subsidiary Geocycle will collect and process the waste.

PML Daily News has reported that Hima Cement CEO Jean-Michel Pons said “As part of our decarbonisation and circular economy approach, we utilise materials at the end of their lifecycle as AF, such as industrial wastes like plastics and agricultural wastes like biomass, thus reducing the carbon intensity of our cement, while offering a unique solution to waste challenges.”
